To ensure project sustainability and applicability after life-time first of all capacity building of the local developers will be undertaken so that newly gained expertise is maintained, rooted and disseminated. Next, the SQFs will undergo self- certification by respective QA agencies drawing on EU standards and criteria. With the aim the local QA agencies will set- up peer-review panels involving international experts, conduct a desk-review and site-visits. Next, adopting of the SQFs by respective Ministries of Education and Science will be undertaken, which will guarantee its long-term applicability.

Another sustainability element is approval of the learning outcomes by the respective university Academic Councils and Ministries. The latter will ensure wider application of the newly developed SQFs and Los: involving both other sectors and non-consortium universities. Lastly, financial projections and strategies will be developed for keeping the SQFs up- to-date, the respective units running and on-going developments after the project’s life-time.

SEUA will lead the WP, ensure its timely and effective implementation, monitor and produce a report to feed into annual reports.

For ensuring quality of the project, activities aimed at monitoring each workpackage implementation are envisioned at two levels: PC level and project level. To begin with, at PC level the Contact Person will undertake site-visits to each university upon the completion of each workpackage. Next, each PC will submit biannual reports on project developments, which will include the results of the Contact Person’s site-visits. Apart from the PC level, annual reviews undertaken by the Project Management Board on annual basis are envisioned, which will feed into project annual and final report. Recommendations for improvement will be provided by international experts as well as through the feedback of local experts. Another quality assurance element would be annual presentations in the national Ministries of Education with participation of stakeholders. Peer-reviews of SQF development progress by Russian, Ukrainian and Armenian SQFDCs is envisioned to promote the dialogue between the PCs and improve the communication and collaboration. Lastly, external evaluation of the project by sub-contracted EU and PC peers will be undertaken. Close to the end of the project an external financial audit will be undertaken since the budget exceeds the ceiling of 750000,00 euros.

ANQA and QANU will be lead partners in this WP, will take care of effective and efficient execution of the WP, monitor and produce a report to feed into external experts' report.

Without this systematic shift in the way the qualifications are defined and described it is difficult to see how the SQFs will be operationalized. Thus, the next step of the project would be to design and develop intended LOs drawing on the SQFs for informatics and management. The academic staff involved in the SQF Development Committee will embark on the development of LOs drawing on the Tuning methodology. The EU partners will travel to PCs for joint developments and discussions. The newly developed LOs will be circulated among the academic staff at target universities and ultimately presented at PC universities. To ensure the LOs are comparable with the European ones peer-review by EU partners and external experts will be undertaken. The LOs will be further defined to meet the needs of local markets. LOs will be adapted to local regional labour-market conditions of each PC university, and a local LO version will be validated by decision of the Academic Council of corresponding university. Lastly, guidelines on the LO development methodology and handbooks for the national LOs will be produced in Armenian, Russian, Ukrainian and English languages.

KNU will act as a lead partner for the WP, take care of its timely and effective execution, monitor its implementation and draft a report.

The target groups are national didactic committees, academic staff and potential employers, students, PCIs who find the project outcomes beneficial; governments at national/regional level interested in adaptability and employability of staff in labour market; national Tempus offices; representatives of other sectors interested in adopting the SQF development methodology.

First, interactive project website with up-to-date information on the project achievements, electronic publications of project deliverables, posting SQF developments will be set up. An e-platform ensuring forum of consortium members and stakeholders at large will be established and operationalized. The links of the web-site will be hosted on the consortium member web-sites and National Tempus Offices. Further, brochures informing the project deliverables, achievements and time frames will be published. Newsletters, twice a year, will be posted on project website and circulated among partners and target groups through list-serves and RSS. The Guidelines on SQF development and database operationalization will be published in English and PC native languages. Articles in local papers and relevant mass media will also be published.
Another dissemination channel includes workshops, trainings, in-house trainings, and two conferences with target groups to share best practices, experience of the project. In-house trainings will be delivered by the trained staff for about 20 staff of each PC university and will evolve around methodologies of qualifications framework development, learning outcome development, quality assurance of the qualifications, legitimization and their implementation. The two conferences will take place in Moscow and in Kiev bringing in about 200 stakeholders. Presentations of the SQFs concepts, qualifications at the Ministries.

WUS will lead the WP, ensure its timely and effective implementation, monitor and produce a report.

The development and implementation of SQFs in the 3 PC countries will be conducted drawing on the CEDEFOP (2010) methodology and the good practice in EU countries. The following stages of development will be covered:

(a) conceptualisation and design: the PC countries will define a general concept and main policy objectives of the future SQF for informatics and management, in many cases resulting in an outline providing the basis for wider dissemination and discussion with the stakeholders. Drawing on the general concept each PC country will refine it to the specific country needs and produce a national concept for SQFs in informatics and management;

(b) consultation and testing: the SQF proposals will be presented to and discussed within a broader group of stakeholders. An external peer-review of the SQFs will be undertaken by EU partners to ensure comparability with the European standards;

(c) official establishment/adoption: to ensure sustainability of the developments the SQFs will be adopted by respective governments, which will take the form of a decree of the Minister of Education and Science of respective countries;

(d) practical implementation; this stage moves the framework towards full scale applied practice and the PC universities will integrate the new structures and methods meanwhile informing the potential end-users about the purposes and benefits of the framework.

The respective QA agencies/Ministries in the PCs will undertake self-certification of the SQFs. An expert panel per each PC, including international experts, will be set up to conduct self-certification process during months 20-24. The expert panel will undertake a site-visit for self-certification purposes drawing on EU standards and guidelines for self- certification.
CMC-MSU will lead the WP implementation, take care of its timely and effective achievement of the goals, monitor and draft a report on the achievements.
